To get to Exchange Plaza in New York, you have several options for public transport and driving/parking:

Keep left to continue on NY-27 W/Brooklyn Queens Expy E, follow signs for Interstate 478 N/Battery Tunnel/Manhattan Downtown/Civic Center/FDR Drive/West Side Highway/Interstate 278 W/Staten Island/I-495/Midtown Tunnel/LaGuardia Airport/Newark Airport/JFK Airport/Grand Central Pkwy/Van Wyck Expy/I-678 N/I-295 N/I-678 S/I-495 E/I-278 E/Brooklyn Bridge/Downtown Manhattan/FDR Drive/West Side Hwy/Triboro Bridge/Randalls-Wards Islands/Randalls Island/Wards Island/Robert F Kennedy Bridge/Queensboro Bridge/Uptown Manhattan/The Bronx/Zoo/The Cross Bronx Expwy/G Washington Brdg/NJ Tpke/Holland Tunnel/Lincoln Tunnel/GWB/SI Expwy/Verrazano-Narrows Brdg/Staten Island Expwy. Take exit 1 for NY-9A S/West St toward Battery Park. Merge onto West St, then turn right onto Battery Pl. Finally, turn left onto Water St and Exchange Plaza will be on your right.
